On Wednesday I participated in a panel presentation, sponsored by Grantium, in which we discussed the costs and benefits of enterprise grants management systems. In my part of the presentation, I described the pros and cons associated with four options to deploy a federal grants management system: custom, GOTS (government-off-the-shelf), COTS (commercial off-the-shelf), and components.
